What are fines
Monetary penalty paid to the State of Victoria
Expressed in penalty units ranging from 1 penalty unity to 3000 penalty units
This makes it easier to change dollar amount of fines across all offences every year
Ways fines achieve punishment
The offender must forgoe the goods they would have purchased with the money paid to the state; their material standard of living suffers as a result of paying the fine
Fines must usually be paid in a short time, meaning the consequences are felt almost immediately
Ways fines dont achieve punishment
in some very serious cases the law may only be allowed to fine a person as a sanction which may not punish offenders enough for their actions.
The setting of fines to reflect each offenders ability to pay could be seen as unequal treatment of offenders who commit same offence.
