private members bills
possible for individual members of parliament who aren’t government ministers to introduce a bill; can be from any political party also knows as backbenchers that can introduce a bill by ballot and by ten minute rule
ballot - 20 private members selected to present bill to parliament, usually done on fridays so first 6/7 have realistic chance of introducing bill e.g. Murder (Abolotion of the Death Penalty) Act 1965
ten minute rule - MP makes 10 min speech introducing new legislation, unsuccessful, but Bail (Amendment) Act 1993 allowed prosecuting to appeal against granting of bail
public bills
involve public policy which either effects whole country or large section of it, most gov bills are public bills e.g Constitutional Reform Act 2005
hybrid bills
cross between public bills and private bills, introduced by gov but only to affect a particular person organisation or place e.g. Crossrail Act 2008 allowed for construction of underground rail links in London and will affect people in that area
private bills
some bills designed to pass a law which affects only individual people or corporations; e.g. Whitehaven Harbour Act 2007 which transferred all rights in respect of harbour from 3 companies to Whitehaven Harbour Commissioners
