How is negative reinforcement relevant to phobias?
Fear and anxiety in the presence of phobic stimulus is unpleasant, avoiding it reduces fear and anxiety causing a pleasant outcome, reinforcing the behaviour so it is more likely to be repeated and you keep avoiding the phobic stimulus

It has practical applications

It can be used outside of experiments and therapy which explains real life behaviour
