India has 16 official languages and has to hire enumerators who can speak multiple languages
Example of limited education (Social)
In Niger, 19% of people cannot read and can not complete the forms leading to more inaccuracy
Example of conflict (Social)

Rural to urban migration
- In Brazil there is a lot of this and the percentage of rural inhabitants fell by 19.2% from 33.8% from 2000 to 2022

Illegal immigrants
Unlikely to complete census form for fear of deportation
Nomads
Easily be missed or counted twice as they move a lot from place to place, for example in many African countries
Ethnic rivalries and internal political rivalries
May lead to inaccuracies, for example in northern Nigeria it was reported that they inflated their population figures to secure increased political representation
