Motor Vehicle
A motor vehicle is a mechanically propelled vehicle intended or adapted for use on a road
Road
Any highway or any other road to which the public has access and includes bridges over which the road passes. From Hedgerow to Hedgerow, including pavements and verges.
Restricted Road
lamps placed no more than 182.88M (200 yards) or where traffic authority has imposed a restriction by means of traffic signs
Highways
All roads, bridges, carriageways, cart ways, horse ways, bridleways, footpaths, causeways, church ways and pavements over which the public has right to pass and re-pass – Highway Act 1835
Car parks are NOT deemed a road but a place.

Licence Age Limits
Mopeds/Invalid Carriage - 16 years
Motorcycle/Car - 17 years
Medium Sized Van - 18 years
Heavy Goods Vehicle - 18 years plus driver CPC
Use
The question to ask is “Who is getting some use out of the Motor Vehicle”
The driver ALWAYS uses
The owner will use if in the vehicle or ALWAYS if business vehicle on duty
LTD companies will have a company secretary as using due to issues in establishing ownership.
Cause
When in a position of power over the driver – degree of control or domination
They need to know of the defect and MAKE the driver drive
Permit
Allowing a person to use the vehicle knowing of the offence.
Permission can be verbal, written or implied.
The person permitting must be the owner or in control of the vehicle and know that the vehicle will be used on the road.
Ignoring something obvious is also permitting.
Aid and Abet
Someone who assists in the commission of an offence
