Which challenges are there for social protection in the digital economy?
The challenges which social protection faces in the digital economy are automation and digitalisation.
As a response to the rise of digitalisation, new forms of employment have been emerging, which means there has been a rise in the number of workers in those jobs, which implies that social protection systems need to adapt to the new situation. However, currently the social protection coverage for workers in these areas reveals gaps.
What are the key principles for strengthening social protection systems?
These principles are found in international human rights and the ILO:
1) universality of protection
2) adequacy
3) transferability
4) transparency
5) risk-sharing
6) gender-equality
7) good governance
How can tax-financed social protection mechanisms be strengthened?
Tax-financed schemes are not directly linked to employment yet they are an important element of social protection as they are key to realising the right to social security for all.
Many countries are strengthening tax-financed elements of their social protection systems, such as tax-financed social pensions or universal child benefits.
