What is TOF?
Tactical Options Framework.
A operational guidance tool to assist deciding when, how, and at what level to use a tactical option, and what force is necessary and proportionate.
What are the 5 types of behaviour in the TOF framework?
Cooperate, Passive resistance, Active resistance, Assaultive, GBH or death.
What does TENR stand for and what is it?
Threat. Exposure. Necessity. Response.
A threat assessment and decision making process.
What is a PCA?
Perceived Cumulative Assessment.
What is the overriding principle when applying TENR?
“Safety is Success”
What does THREAT mean in TENR?
Means any person/ group/ any acts / or anything, that is likely to CAUSE HARM or that have the potential to HINDER police in the performance of their duties.
What does EXPOSURE mean in TENR?
Means the POTENTIAL FOR HARM to people or the security of places or things.
What does NECESSITY mean in TENR?
The assessment to determine if there is a need for the operation or intervention to proceed NOW, LATER, or NOT AT ALL.
What does RESPONSE mean in TENR?
Means the proportionate and timely EXECUTION of police duties aided by the appropriate use of tactics and tactical options.
What are the 3 things to consider when assessing the THREAT?
Intent, capability and opportunity.
What is complacency?
A sense of contentment, over-confidence, or self-satisfaction, and failing to assess the current details and reassess an evolving situation and subject behaviour.
Why do we use TENR?
Increase staff and public safety. Eliminate ‘preventable harm’. Reduce criticism of police.
What does Crimes Act section 62 explain?
Everyone authorised by law to use force is criminally responsible for any EXCESS. - (62 in the poo)
How does a person on the COOPERATIVE scale act?
Cooperative and willing response to a police officers lawful request or direction.
How does a person on the PASSIVE RESISTANCE scale act?
The person refuses, with little or no physical action to cooperate with the officers lawful direction. (Verbal refusal or physical inactivity).
