Lord woolf in 1996 report on access to justice recommended three changes which were.

-introduce three track system

Small Claims Track.
-under £10,000 and personal injury cases under £1000
-Lawyers are discouraged, the winner cannot recover the cost of solicitor from the losing party.
-district judge
-minor civil cases with informal setting
The Fast Track.
-claims no more than £25000
-claim to be heard within 30 weeks to reduce time wasting by counsel and running up of costs
-circuit judge
-more formal setting in open court
-single expert witness allowed
The Multi Track.
-Claims of more than £25000
-high court or circuit judge
-most formal of tracks, insists judge has a hands on approach
- 72 week maximum from allocation to trial
