What is Federalism?
A
- There are two levels of Government and each has sovereignty over specified areas e.g Australia, Germany, Switzerland

What is the distinction between Federalism and Devolution?
A
- In Federalism sovereignty is shared whereas, in Devolution it is only power that is shared, not sovereignty

What are the arguments that the UK is a partially federal state?
A
- Northern Ireland, Waled and Scotland can create laws - legal sovereignty
- Referendums were used to bestow devolution so they are semi-entrenched and Parliament cannot reverse this (quasi-federalism)
