However, the act failed to address the main reason for delinquency which was poverty caused by poor housing and malnourishment not by misbehaved children but by uneducated ones.

in evaluation it was argued that the acts that meant to improve the lives of children were successful, modern historians recognized that these early reforms were very limited and very dependent on individual authorities which meant that the lives of only some children, not all children were improved between 1906 and 1914.
