Why did the Simla conference take place
in order to reach a constitutional settlement and finally decide on a concrete future for India.
Why was the first Simla conference unsuccessful
it was unsuccessful because congress would not accept the muslim league nominating Muslims to be on the executive council as they saw themselves as an ‘inclusive party’ that could also represent Muslims. This led Wavell to end the Simla conference as no result was going to be made.

It took place in the city of Simla

The executive council = that congress did not want +parity/equality - members between Hindus and Muslims in the council

He wanted a balanced executive council (Muslim and Hindu)
