However in September 1919 d’annunzio led 2,000 formed soldiers (the Aristide) and seized Fiume and this occupation lasted 15 months

Why was the pact of pacifications controversial amongst the members and leader of the PNF
Many blackshirt leader wanted the violence to continue, and Mussolini threatened to resign if it did so, culminating in his resignation in 1921. Lacking a clear competent replacement for Mussolini the blackshirt leaders backed down and Mussolini retained control over the direction of the PNF’s policy. The pact was eventually dropped as part of this greenest.
