Once the CC decided on policy, members must obey

To prevent the emergence of movements like Kollontai’s Workers’ Opposition

Arrested several thousand Mensheviks in 1921
Some SRs given show trial in 1921, in which they were accused of counterrevolution and attempting to assassinate Lenin (11 were executed)

The Cheka had the power to arrest at will and also to carry out the death penalty
How was censorship enforced?
In 1922 it was made clear that any criticism of the government was forbidden
Many writers and intellectuals were deported to other areas of the country
All writings had to be submitted for approval by GLAVLIT

The Union of the Militant Godless was set up in 1921
From 1922 churches were stripped of valuables and thousands of priest were arrested or imprisoned

What was the Nomenklatura system?
A list of 5,000 Party and government posts which must be appointed by Central Party bodies
Holders of such posts enjoyed access to goods and services denied to the rest of the population
What did the Nomenklatura system ensure?
It ensured that loyalty to the Party was placed above all else, even experience and ability
Anyone who wanted to progress must be seen as loyal
