- Britain agreed to not oppose France in the Entente Cordiale
- Kaiser wanted influence of Northern Africa (Weltpolitik) and oppose France to gain control of France

- 1905 Kaiser visited Morocco, riding a white horse with a military band and Moroccan troops on the streets of Tangier
- Germany supported an independent Morocco open to peaceful competition of all the nations to trade
- He called an international conference to prevent France from taking Morocco and to test the strength of the Entente Cordial
