12 members refused and set up the Provisional Committee.

Took power away from army officers and gave it to the representatives of the soldiers.

The Tsar tried to return to Petrograd, but was advised to abdicate and did so.

The Provisional Committee renamed itself the Provisional Government.
Why was Russia on the verge of collapse in February 1917?
