The Causes for the Breakdown of Democracy in the Southern Cone Flashcards
Guillermo O’Donnell’s theory
predicted breakdown in democracy in Argentina and Uruguay
Shift in military role
from moderation to solution/panacea
military coups run differently now, bringing in military to run the institution, not brining in civilians after the coup
military to try and stay in power as long as necessary
military repression
focus on repression, including human rights abuse, to better democracy
Easy phase of ISI
less capital, more labor-intensive manufacturers
Criticisms of Guillermo O’Donnell’s theory
theres so many other things that can be manufactured to grow within ISI
Military regimes to shallow instead of
deepen ISI, while they are in power
Nationalizing industries
requires capital, becomes more expensive, receiving no resources from other countries
Imposed price controls fail because
people sell on black market
Feather-betting
Hire more employees than necessary to do a business
Why do companies pursue Feather-betting?
Inflating your employment rates, leading to happy civilians an reelections
Why continue ISI if governments know its a failure?
reap short term benefits, but moving to be export-oriented comes with issues in the short term, many would lose their jobs, many civilians/working class disappointed in the government
