s. 2
Entering the UK without a passport
Either way - 2yrs and/or fine indictment - 6mnths and/or fine summarily
At interview he does not have an immigration document for him or dependent child.
Unless
The interview is after entry. The document is provided within 3 days of interview. Or the following:
a) he is an EEA National
b) family member is an EEA National
c) reasonable excuse for no possession
d) at no stage of his journey did he possess one
Reasonable excuses; unable to obtain document due to political situation or lack of issuing facilities, theft or destruction of document.

Deportation or Removal: Co-operation
Secretary of State
Enabling a travel document to be obtained - which will facilitate deportation or removal from the UK
Secretary of State may also require:
Provision of information, documents, fingerprints, photographs, physical characteristics, completion of forms, attendance of interview, and make an appointment
