What is the flight safety document system?`
Provides information, rules and guidance to personnel to ensure operations comply with regulations
What does the flight safety document system comprise?
As minimum, the flight safety document system comprises the operations manual (OM) and the maintenance control manual.
What is required for CAT operations to be legal?
CAT operations are only legal with an air operator’s certificate (AOC) issued following an assessment of the OM, and maintenance and management. Failing to follow the OM is illegal!
Applicant for an AOC must submit:
Name and address of the applicant.
Description of proposed operation, types and numbers of aircraft.
Description of management system and organisational structure.
Name of accountable manager, nominated persons, qualifications.
Copy of the OM.
Statement that documents submitted are compliant with regulations.
Before issuing / revalidating an AOC, the National Authority verifies that:
OM shows compliance with regulations.
Aircraft all have a valid C of A.
Maintenance system has been approved.
Organisation and management are suitable and adequate.
Applicant has/maintains an adequate quality system.
Required training programmes in place
Contents of an AOC:
Name and place of business of the operator.
Date of issue.
Type of operation authorised.
Aircraft type authorised.
Registrations of authorised aircraft.
Authorised areas of operation.
Special limitations and authorisations, e.g. ETOPS, LVOs, RNAV, dangerous goods, cabin crew initial training provision.
Before CAT operations may begin:
The operator must obtain AOC issued by the authority
Rules relating to language:
OM must be in English unless the Authority approves otherwise.
Operator may translate OM into another language, but English
copy required.
Crew must communicate in a common language.
Operational staff must communicate in the OM language
OM comprises 4 parts:
Part A - General/Basic.
Part B - Aircraft operating matters - type-related instructions and procedures.
Part C - CAT operations - route/area/aerodrome instructions and information.
Part D - Training instructions and arrangements.
Personnel must have access to which parts of the OM? Crew members must have personal copies of?
Personnel must have access to the parts of the OM related to their duties. Crew members have personal copies of Part A and Part B
What is the general information found in OM Part A?
non-type-related operational policies, instructions and procedures
OM Part A content includes:
De-icing and anti-icing on the ground.
Adverse/dangerous weather.
Wake turbulence.
Crew incapacitation.
Use of the MEL and CDL.
Security.
Accident and incident handling.
Altitude alerting system procedures.
TAWS procedures.
ACAS/TCAS policy and procedures.
OM Part B contains?
Type-related instructions and procedures. Takes account of any differences between types, variants or individual aircraft
OM Part B includes?
Abnormal and emergency procedures.
The configuration deviation list (CDL).
The minimum equipment list (MEL).
