Purpose of Early Intervention services
Develop needs in toddle/infant in one or more areas:
- Physical development
- Cognitive development
- Communication
- Social or emotional development
- Adaptive skills
IDEA Part C
Provides supports and resources to assist family members and caregivers to enhance children’s learning and development
- 0-3 years
- OT is considered a primary service provider (PSP)
- Eligibility is noncategorical (not specific dx to qualify)
IDEA Part C state requirements
Each state implements its own program and identifies policies
- Requires referral from physician or educator to receive
- Child Find Program: helps find children who may need services
Transdisciplinary team
One professional supports in carrying out IE plan with support from other professionals across disciplines
3 Options for EI Eligibility 0-3
- Diagnosed with medical condition that leads to delay
- Delay in one or more domain: motor, vision, self-help, etc.
- Child at risk due to biological or environmental factors: failure to thrive, low birth rate, etc.
EI 0-3 Assessment Requirements
- Parental permission
- Natural environment
- Include medical history
- Child’s needs in areas of: cognition, physical, communication, social/ emotional, adaptive
- Evaluation report
IFSP
Individual Family Service Plan
-Not a treatment plan, but a planning process and a document identifying child and family outcomes
IFSP must include
- Statement on areas of domain
- Statement of family strengths and needs
- Statement of major outcome expectations voiced by family
- projected dates of service
- Name of case manager/service coordinator
Implementation of OT interventions within IFSP
- Service coordination
- Promote child’s engagement in occupation
- Reframe families understanding (not in traditional medical model)
- Promote compensation and accommodation
- Support families
- Family engagement
IFSP procedure for transitioning into preschool services
- 6 months prior to 3rd birthday, transition begins to LEA (Local Education Agency)
- Records and assessments help determine child’s eligibility for Part B
