For a nuclear facility to be made available to himself or another or
For access to such a facility to be given to himself or to another he supports the demand with a threat that he or another will take action if the demand is not met
And the circumstances and manner of the threat are such that is reasonable for the person whom it is made to assume that there is real risk that the threat will be carried out if the demand is not met

A constable IN UNIFORM may:
Order a person in a cordoned area to leave immediately
Order a person immediately to leave a premises which are wholly or partly in or adjacent to a cordoned area
Order the driver or a person in charge of a vehicle in a cordoned area to move it immediately
Arrange for the removal of a vehicle from a cordoned area
Arrange for the movement of a vehicle in a cordoned area
Prohibit or restrict access to a cordoned area by pedestrians or vehicles
