s1 Terrorism Act 2001
use or threat of action designed to influence government or international governmental org OR to intimidate public or section of public AND
use of threat is made for purpose of advancing political, religious, ideological or racial cause.
The action (In UK or elsewhere) must:-
involve serious violence against a person
involve serious damage to property
endangers a persons life other than that person
creates serous risk to health/safety of (section) public
designed to interfere with or seriously disrupt electronic system
If threat of action involves use firearms (inc air weapons) or explosives is terrorism even if not to influence government.
s11 Membership of proscribed organistion
e/w 10 yrs / 6mths / fine
def if not proscribed at time joining AND not taken part in activities
Financial Measures for Terrorism
s15(1) Inviting another to provide property/money
s15(3) providing property or money
s15(2) receiving property or money
s16(2) possessing property or money
s17 arranging property or money to be available
…intending, having reas cause to SUSPECT may be used for terrorism
s16(1) using money or property
s18 concealing, moving or transferring terrorist property
Indictable - 14yrs
s19 Disclosure of information
e/w 5 yrs / 6 mths / fine
If believe or suspects person committed offence s15 - 18 on info which is in course trade, profession, business (except regulated sector) and fail to inform constable (NCA)
s20 enables business to disclose w/out breaching legal restrictions.
s28b Information about Acts of Terrorism
e/w 5 yrs / 6 mths
offence not to disclose information to constable which KNOW or BELIEVE may help prevent act terrorism or bring terrorists to justice.
Still offence if made aware when o/s UK
s39 Disclosure Information etc

Encouragement of Terrorism etc
s1(2) publishes statement to encourage commission, prep, instigation of acts of terrorism or Convention offences
s2(1) Engages in the disseminations of terrorist publications
s41 Arrest without warrant
reas suspects to be a terrorist
s42 - mags search warrant
s43 Search persons reas suspects to be terrorist incl power to stop vehicles - for evidence of terrorist offence
incl crew members of hovercrafts, trains etc
s47a Stop/search in specified locations;

reas suspects act terrorism will take place AND
reas considers auth necessary to prevent act, area, duration no greater than necessary
Applies to PC in uniform search vehicle, driver, passenger and pedestrians.
s33 Designated Cordoned Areas
Orally but put it in writing as soon as practicable.
s34 Power to designate
Superintendent for that area
Urgent by PC but must make written record, inform Supt ASAP who must ratify, rescind in writing.
Initial designation 14 days. Can be extended by Supt up to 28 days.
s36 Cordons and Police Powers
PC in uniform -
order person to leave cordon immediately
order person to leave premises immediately
Order driver, person in charge vehicle to remove it
arrange for movement of vehicle w/in cordon
prohibit, restrict access to cordoned area.
Can be designated to PCSO
Fail to comply = summary 3 mths / fine
Supt can order crew/passengers from ship/aircraft.
s2 Explosive Substances act 1883 - causing explosion likely to endanger life or property
ind - Life
Person in UK or ROI unlawfully and maliciously - whether injury caused or not.
Consent AG required
incl shotguns, electronic timers, gelnite with a fuse and detonater
s3 Att to cause explosion or keeping explosives with intent
ind - life
intent or conspires to cause serious injury/serious damage or possession articles to enable another.
s4 making or possession explosive under susp.circs.
ind - 14 yrs
makes or knowingly has in his possession or control
AG consent required
