What is the definition of qualified personnel?

What is the VSMP post-construction regulatory inspection frequency?
At least once every five years. (This includes projects grandfathered under 9VAC25-870-48)
What is the definition of a measurable storm event?
A rainfall event producing .25 inches of rain or greater over 24 hours.
How long after a measurable storm event should self-inspections occur?
No later than 48 hours following a storm event. (if event occurs when there are more than 48 hours between business days, inspections must be conducted on the next business day)
What is the required frequency of inspections during construction?
a. Once every 5 business days; or at least once every 10 business days and no later than 48 hours following a measurable storm event.
b. Once every month where areas have been temporarily stabilized or LDA is suspended due to continuous frozen ground conditions.
How long after a modification to the SWPPP implementation must it be updated?
Seven days.
How often should the VSMP authority conduct inspections?

Relieve any operator of the responsibility to comply with any other applicable federal, state, or local statue, ordinance or regulations.
When must a SWPPP be ammended?
- Whenever there is a change in design, construction, operation, or maintenance that has a significant effect on the discharge of pollutants to surface waters and that has not been previously addressed in the SWPPP
- If self-inspections or regulatory compliance inspections determine that existing control measures are ineffective in minimizing pollutant discharges from the construction activity.
At the start of construction what must be posted near the main entrance until termination of permit coverage?
- Copy of the notice of coverage letter.
- Information for public access to the electronic format or hard copy of SWPPP.
What information should a self-inspection report include?
- Date and time of the inspection and deate and rainfall amount of the last measurable storm event.
- Summarized findings of the inspection.
- Locaiton(s) of prohibited discharge.
- Location(s) of control measures that require maintenance.
- Location(s) of control measures that failed to operate as designed or proved inadequate or inappropriate for a particular location.
- Location(s) where any evidence identified under Part II(f) 3.a(7) exists.
- Location(s) where any additional control measure is needed that did not exist at the time of inspection.
What practices does a Pollution Prevention Plan Address?
- Provide for waste management
- Establish proper building material staging areas
- Designate paint and concrete washout areas
- Establish proper equipment/vehicle fueling and maintenance practices
- Control equipment/vehicle washing and allowable non-stormwater discharges
- Develop a spill prevention and response plan.
