What regulations and codes of practice govern the residential industry’s approach to sustainability?
MEES - Minimum Energy Efficiency Standards
EPC - Energy Performance Certificates
NPPF - requires new developments to be planned in ways that can help to reduce greenhouse gas emissions
What are some method of measuring sustainability?
BREEAM - Life Cycle Assessment
The Buildings Research Establishment Environmental Assessment Method.
Environmental assessment tool which rates a building’s environmental impact. It considers; energy consumption, water use, transport links, waste management, health and wellbeing.
This assessment is undertaken by a licensed assessor
Name some legislation relating to sustainability
- Landfill tax - charged on weight
- Climate Change Levy - tax on energy delivered to non-domestic users in the UK. Energy generated from renewable sources in exempt.
What guidance was published by RICS and UN Global Compact?

What are Energy Performance Certificates?
EPCs are certificate stating the energy efficiency of a property.
Required for commercial properties over 50sqm, more it is let for more than 6 months and when it is newly refurbished.
Required for residential buildings when selling or letting.
There are exemptions for listed buildings and religious buildings.
What are EPC requirements for marketing?
- The EPC must be commissioned within 7 days of commencement of marketing
- The agents are responsible for the procuring of EPCs
- Only the actual energy ratio is required to be displayed on property and advertisements.
- Online marketing must have the link to the EPC to show the front page of the EPC.
What should be included in a EPC certificate?
- Address and floor area of property
- EPC reference number
- Technical information on property’s energy provision
- Estimation of energy running costs
- An energy performance rating from A+ to G
How long is a EPC valid?
For 10 years unless the building is altered
What are the penalties for not disclosing EPC information?
Residential - £200 civil fixed penalty .
Who polices the EPC?
Local Authorities’ Trading Standards team
What are the minimum requirements for residential lettings?
The Energy Efficiency (Private Rented Property) (England and Wales) Regulations 2015 require a minimum of E from 1st April 2018.
If you are managing a property which is EPC rating G, what would that mean?
It does not comply with Energy Efficiency (Private Rented Property) Regulations 2015 and the efficiency of the property will have to be upgraded before being rented or sold.
Where can you get advice for upgrading your EPC rating?
The EPC certificate will provide a list of reccommendations.
What are some examples of energy efficiency upgrades?
LED lightbulbs, insulation, double glazing, combo boiler.
