When is an EPC needed?
For the sale or lease of a property - must be shown on advertising
What is the minimum EPC allowable
Energy Efficiency (Private Rented Property) (England and Wales) Regulations 2015 Minimum E
New leases from 1 April 2018 including renewals/extensions
All leases 1 April 2020 (1 April 2023 for commercial)
When does a building not need an EPC?
Below last for 5 years and not transferred on sale:
1) Not feasible to reach E or above even when all savings over 7 years have been made. Need 3 quotes from energy assessors to prove this
2) From April 2019: Spent £3,500 but can’t hit E
3) Improvements would devalue property 5%
4) Third party consent (or conditions) cannot be granted
Others includes:
- Very high or low rents
- Company lets
- Second homes
- Social landlords
What happens if you don’t have an EPC?
- Tenant can challenge a s21 notice
- £200 civil penalty for non-display
- Renting a property out up to £4,000
What is the policy for EPCs?
Introduced with Home Information Packs in 2004 (since abolished but EPCs kept)
Governed by the Minimum Energy Efficiency Standards (introduced by the Energy Efficiency Regulations 2015)

Net Zero - Climate Change Act 2008 amended in 2019 so UK to be Net Zero Carbon by 2050
What does net zero mean?
Either eliminating or offsetting the amount of carbon you generate
