What is Surveillance?
Continuous observation of persons, places, and things in order to obtain information about the identity and activity of individuals suspected of violating the law.
What are physical assets (tangible) to be a good surveillance agent?

What are perhaps the most important when the surveillant is actively involved in a moving surveillance of the subject, either on foot or in a vehicle?
The ability to act naturally and the ability to present an ordinary appearance.

DON’T LOOK THE SUBJECT IN THE EYE!
What is the objective of the surveillance?

What should you do when planning to conduct surveillance?
Gather Intel (file and background checks)
Reconnaissance of neighborhood
Operational planning (comms. funds, other equip)
Briefing of the surveillance team
What are some basic techniques when conducting stationary surveillance?
Observation position (vantage point to observe significant activity in detail without being observed.
Ruses/Impromptu observation positions (example: act like gas company)
Rural Environment
Technical equipment (Binos, Radios, Infra-red scope, Electronically amplified night scope, X-Ray and Fluoroscopic, Fluorescent markers and ultra-violet lights, cameras, extra batteries)
What are some basic techniques when conducting, foot surveillance?
Basic ABC procedure - Normal pedestrian traffic
Variations- ABC procedure with little pedestrian traffic
ABC procedure on very crowded street

What are some basic techniques when conducting vehicle surveillance?
Appearance of surveillance cars (should be inconspicuous in appearance)
Two Surveillants for each vehicle ( just in case someone needs to get out on foot)
Driving skills (ability to drive skillfully under all types of traffic conditions)
Police Intervention ( Stopped by cops during surveillance, just advise on surveillance and hope for the best)
Violation of traffic laws (run red lights when necessary or violate traffic regulations)
Night time surveillance
