It is the RCVG units responsibility to complete and submit SDR for packing and shipping discrepancies to the appropriate activity. The SDR allows the appropriate activity to take actions to correct the deficiency. The RCVG unit is also responsible for completing and submitting QDRS when deficient items are RCVED and can not be used

A message is not a substitute for the form. Always follow up the message with a completed SF-368 form along with any supporting documentation
