A

When the voltage and current are out of phase they never peak at the same time. The efficiency of the delivery of power is reduced (i.e. - 0.7)

Ballasts can only use a percentage (70%) of the power it draws/has to draw a percentage (30%) more than it needs. The rest cycles back through the neutral (not good).
