FREE = voters are subject to no intimidation or improper influence, and every voter is allowed to cast their ballot how they want
EQUAL = vote of every elector is equal

Must be:
(1) U.S. citizen;
(2) At least 18; and
(3) Resident of precinct for 30 days preceding an election to vote in that precinct
