CONGRESS = elected by the people (highly representative and frequent elections)
PARLIAMENT = elected by the people (constituency means much smaller place listen to)
how is representation a strength for both HoR and HoC
HoR = 2 year term (highly sensitive to public opinion)
HoC = as well as looking after constituents, also looking after country as a whole

SENATE = separation of powers (also, 6 year terms means also highly sensitive to public opinion)
HoL = use their own judgement / not affected by party whips or pressure
