What is the definition of a street jump?
The use of unmarked surveillance vehicles to block in a suspect vehicle who is not aware of police presence with the intent of effecting an arrest; the key factor of this technique is surprise.
Natural stopping point in a location of our choosing.
Street Jump
Uses:
Used on violent offenders or at SAU supervisor’s discretion
Driver is unaware he is being followed (cool off period after crime)
Used at a natural stopping point at our choosing (stop sign, traffic light)
Minimum of 4 vehicles used, access for blocking vehicles control lanes
Lead vehicle (front vehicle) initiated execution of event
Lead driver ducks down in front passenger seat, preferably behind a shield
Second vehicle pinches from rear
Side vehicles pin driver’s side and passenger’s side doors at 45 degree angle
When possible, 2 SAU officers per vehicle
Driver of blocking vehicle to take cover behind his vehicle create L
Larger SAU vehicles used (Equipment truck, Squad van, Tahoe)
Driver of driver’s side blocking vehicle gives commands
Have AREWEN/SAGE available for less lethal and deployment of gas
Break tool for gas
Air unit, fixed wing for mobile surveillance
K-9
Additional SAU/marked units to provide traffic break if needed

SAU supervisor notified and approved
Hazards/Concerns:
Difficult to do in heavy/congested traffic
Subject is aware of PD
Pedestrian traffic - crosswalk too crowded
Near a school or public area
Failure to coordinate a pinch vehicle at the same time
Too much space left between vehicles providing an escape route for suspect
Vehicle too large for street jump (lifted truck, box trucks, etc)
Number of occupants, weapons, flight risk, mobile lab, chemicals - explosives
Barrier penetration/ammo selection

Assistance of a surveillance detail
Vehicle Assault
Uses:
Hostage/barricade situation in vehicle
Goal is to rescue hostages
Vehicle must be stationary or pined in with armor/other vehicles
Team assaults from rear, front, or side. One-Two sided assault isolation on front and rear assault
Rear assault preferred
Can be sniper initiated assault or assault initiated due to suspect’s action
Distraction Devices should be deployed away from team’s approach
Assault team leads up with ballistic cover
Windows of concern are immediately breached on approach by designated shield bearing breachers
Interior of the vehicle has sectors of fire assigned to various designated shooters/position personnel
Assault team
Designated shooters utilize hands guns with emphasis on downward angle shots, target CNS of suspect
K-9, Fire, less lethal on scene, patrol/motors assist with outer perimeter
SAU supervisor notified and approved
