Define Emergency Response Driving
- The operation of authorized emergency vehicle 2. mandatory use of lights and sirens. 3 in response to a life threatening situation, or a violent crime in progress. 4 at a speed above the posted speed limit and/ or in disregard of traffic control devices governing the movement of motor vehicles
Define Authorized Emergency Vehicle
A police vehicle equipped with identifying decals and a fully operational red and blue light bar (except motorcycles) and siren
What 3 conditions must simultaneously exist for officers to exercise emergency response driving priveleges?
- vehicle must be an authorized emergency vehicle
- Unit must be responding to a life threatening situation or a violent crime in progress
- siren and red and blue emergency lights must be activated
What is the primary responsibility of Police service and individual officers while in a pursuit?
The protection of life and property
What is a pursuit?
Tactic/ Tool which may be used to apprehend a subject whom the officer has reasonable suspicion to believe has committed, is committing, or attempted to commit an offense involving the infliction or threat of serious injury or death, or is likely to endanger human life or cause serious injury to another unless apprehended without delay
List the Prohibited actions officers will not take during pursuits:
- Pursue violators while they are traveling the wrong way on any freeway, freeway frontage road, divided highway or one way street
- overtake, drive next to, or force suspect vehicles, off the roadway
- ram a suspect vehicle
- block roadway
- box in or surround a moving vehicle
- deploy stop sticks on moving vehicles not meeting pursuit criteria
Pursuits will not be initiated for what?
Traffic Violations, Stolen Vehicles, misdemeanors, and non violent felonies

What is the Tactical Support Surveillance Procedures?
Tactical support surveillance will be conducted by units from TSB and/ or the Major Offenders Unit (MOU) when available and requested by on scene supervisors
List 5 uses of Tactical Support Surveillance
- when pursuit of a violator is not authorized by policy
- when the continuance of an authorized pursuit becomes too dangerous for officers and the public
- when a pursuit crosses precinct boundaries
- incidents where there is likelihood of flight
- in any event where a violator is unaware of police presence and the use of this technique will enhance officer and public safety over the use of a traditional stop
What are the two means of support the air unit can provide in pursuit/ possible pursuit situations?
Active Observation mode and passive surveillance mode
What is active observation mode when being done by the air unit?
Active form of air support for use in situations when the criteria for a pursuit have been met such as encounters with violent offenders
What is Passive surveillance mode?
a passive form of air support for use in situation when the criteria has not been met to initiate and/ or continue a pursuit as in encounters with traffic violators, stolen vehicles, misdemeanors, and non violent offenders
Once the air unit arrives on scene of a pursuit what 8 actions may the air unit take?
- assume radio transmissions
- advise ground units they are assuming an observations or surveillance mode (directed by the on scene supervisor)
- take reasonable steps to conceal their presence from the vehicle occupants
- direct ground units to stay out of sight of the suspect vehicle
- made further notifications when appropriate
- seek specific instructions from the ground supervisor
- provide supervisor who is completing the pursuit investigation a supplemental report when requested
- assist ground units with establishing a perimeter when needed
