“We are prepared:”- the collective pronoun”we” shows how confident people are about surviving a storm. We know from their confidence that they have experience being in a storm before.

“Can raise a tragic chorus in a gale”- the weather is singing a “tragic chorus” suggesting really “tragic” is going to happen. The technique used here is a oxymoron”

“Spits like a tame car turned savage”- what this is trying to say is that storms on the island are very unpredictable
