Section 1 of PACE 1984
A police constable may detain any person or vehicle or anything which is in or on a vehicle, in any place to which the public has access too
If he or she has reasonable grounds for suspecting that stolen or prohibited articles, prohibited fireworks, or bladed or sharply pointed articles will be found.
reasonable grounds for PACE:
• Behaviour at that time
• Article of which you think they are carrying
• Intelligence – ACCURATE AND RECENT
• Time and place – where they were at the time of the stop
• Knowledge – something you have been told by someone else

What power do I have to stop and search persons for offensive weapons or point / bladed articles within school premises?
Section 139B Criminal Justice Act 1988 provides that a constable may enter school
premises and search persons on those premises for:
a) Any article for which Section 139 applies (sharply pointed and bladed articles), or
b) Any offensive weapon within the meaning of Section 1 Prevention of Crime Act 1953.
If he has reasonable grounds for suspecting that an offence under Section 139A of
this Act is being, or has been committed.
