TRAD CON - political power should be wielded by those born to rule. natural ruling class. pragmatic about extent of state and prepared to enlarge it in name of social stability (one nation)
NEW RIGHT - want to roll back frontiers of state to advance individual freedom and reverse dependency culture. hostile to aristocratic rule, fear they have too much stake in status quo so are reluctant change
