No as SE doesn’t come from a particular place.
What is meant by dialect?
Dialect refers to grammar, pronunciation and vocabulary people use within a group - which is differentiated from what is perceived to be an accent.
What does accent mean?
Accent refers to the way words are pronounced thus different to dialect. E.g RP is an accent used to be considered a prestigious variety of British English.
