A

SPECIFIC DETERRENCE
A person is deterred from doing a certain action because they HAVE BEEN CAUGHT AND PENALISED for that behaviour.

GENERAL DETERRENCE
People are deterred from doing a certain action because they BELIEVE THEY MAY BE CAUGHT and the CONSEQUENCES of being caught are undesirable.

A

Safe system:
Restraints focus minimises trauma if crash occurs.
Impairment reduces the risk for poor decision making.
Distractions we are increasing focus with technology advancing to minimise unnecessary trauma.
Speed focus minimizes risk of crash initially.

Discuss fleeing driver situations including TENR and decision making

A

There are two potential justifications to initiate or continue a pursuit, either of which must be met:

  1. based on the THREAT POSED by the driver/occupant(s) as determined by an officer’s PCA of the SITUATION AND SUBJECT BEHAVIOUR, or
  2. based on the SERIOUSNESS OF THE OFFENCE suspected to have been committed by the driver/occupant(s), and the RISK OF ONGOING OFFENDING, HARM, OR VICTIMISATION

A

Advise location and cover, walk to opposite side of road, pull across and let go in cover, hard pull to retract spikes, advise comms if successful

A

Not preferred, hold on rope side, not sides, listen to radio, step out to kerb, throw at ankle height with strong swinging motion, let rope slide through hand, let go and move into cover, once over, firm pull off the road, advise comms if successful

A

Pull over and demand details (traffic)

114(1)(3) - Police in uniform, or wearing hat, or in police car displaying red and blue lights or siren
* can request a driver to stop and demand the driver of their details NADPOO.

114(3)&(5) - The driver must stay stopped for a long as reasonably necessary (ID stops only 15 minutes)

POA 114(6) - You can arrest without warrant any person who
* fails to stop
* refuses to supply details
* supplies details that are false or misleading
