Decir on its own means to communicate through words. When used with quiere, it means to mean.

2) Fue muy difícil subir la montaña. Cuál montaña? Es una calle cuesta arriba, y bien chiquita. Ay bueno, es un decir.
3) Tengo que ver a otorrinolaringólogo. Qué quiere decir otorrinolaringólogo? Es elespecialista en oido, nariz, y garganta.

2) Quién dice yo? Necesitamos que alguien maneje el auto, es estándar. Quién dice yo?
3) Quién diría? Quién diría que son años los que ya llevamos juntos de la mano.
