State rule 1

A

Appointment - officers of EAMUN shall be trained and appointed by the EAMUN coordinator and exec committee members who are the sec gen, deputy sec gen, co chairs of GA1 and co chairs of GA2

A

Junior chairs- the junior chair in each committee shall direct its discussion, put forward questions and announce decisions. The shall accord the right to speak and may propose to the committee the limit of number of times each rep can speak on a any question and closure of debate. They propose extensions of debate and rule on the same. Rule on point of order and all other motions and subject to these rules they shall have control over the maintenance of order at these meetings. Main aim is to guide, oversee and moderate debate. The junior chairs carry out their duties under the direction of a senior chair in different committees at diff times which are communicated to them before hand. When not carrying out their chair duties they shall act as delegates and are not allowed to participate in special summit

A

Senior chair - in addition to exercising powers conferred upon them elsewhere by these rules, including all power of the junior chairs, the senior chair will have complete control over the maintenance of order during sessions of EAMUN.

They can take away the floor from a speaker who misuses it and may remove individuals or delegations that cause major or repeated disruptions. Senior chairs assist exec committee in their duties and person as an additional tasks assigned to them by exec members

What are the exec committee responsible for?

A

Organizing all official EAMUN conferences and events and are entitled to make decisions on all issues or questions concerning the same.
Training and appointing all staff required for the conferences through diplomatic selection.
Outgoing members of exec shall select incoming members for the following year.
In all matters of expulsion and on all issues and questions posing major disturbance to the programme the exec committee shall have the final say in consultation with the national coordinator
On all major issues concerning EAMUN the exec committee shall act as a body on all decision making and execution of said decisions

He or she shall delegate responsibilities to the rest of the exec body, monitor their progress. In case of any dispute they shall have the final say.
The deputy sec gen shall support the sec gen in his/her duties and assume the position in case of their absence. He/she is in charge of GAC and ICJ

GA1 - responsible for event management and entire MSMUN programme and must oversee charitable fundraising
GA2 - must organize and monitor the statistical aspect of any meetings and train and provide securitaries for all conferences, and are responsible for special summit.
The co chairs are also in charge of the successful operation of their respective GA and committees

A

Executive assistant -
They shall assist the exec committee in any form or we required by them and are directly accountable to the exec committee in all matters and is their representative at any point of their absence

State rule 8

A

Amendments must be submitted by a speaker who has the floor. When an amendment is moved to a resolution, the amendment shall first be debated and then voted on.
Only one amendment will be allowed per resolution per stage of debate
It is only considered an amendment if it revises less than half of the operative clauses. Only amendments made to operative clauses will be in order those made to the preamb will be out of order
A friendly amendment is one in which the sponsor of the resolution seeks to rectify grammatical errors in her/his resolution without changing content
Friendly amendments can only be proposed in committee not in GA and can only be made before the resolution is seconded

A

Amendments must be submitted in writing to the chair before the reading of it to the assembly. All amendments must be written in duplicate on the amendment forms obtained from a securitary, chair or exec committee member

A

Appeal - delegate who wish to contest an arbitrary decision of a chair may rise to an appeal. An appeal isn’t debatable and must pertain to decisions guided by parliamentary procedure.
Chair asks for a second, they explain the decision being contested and put the motion to a vote, 2/3+1 required for the motion required to pass it and overturn the chair

A

Point of order during discussion on any matter a representative me rise to a point of order this shall be immediately decided upon by the chairperson according to the rules of procedure. If representative using a point of order me not speak on the substance of the matter under discussion as a point of order is defined as an objection to procedure-An argument for or against the pending questions she should not be recognized as a valid point of order. Member who misses the point of order me loose his privilege point for a period determined by the chairperson

State Rule 10

A

Resolutions to the Security Council-resolutions passed or failed by the Security Council can only be reconsidered by the General assembly as a uniting for peace resolution which requires a 2/3+ one vote to pass. A uniting for peace resolution is one in which the mover seeks to override what he or she has perceived to be an unjust security council decision from the two days of committee meeting. The resolution in question must have achieved a minimum of nine affirmative votes when presented to the council, regardless of permanent status, and must deal with urgent matters of peace and security. The executive committee will decide upon whether or not the resolution qualifies for a reconsideration in the General assembly

State Rule 13

A

The vote of no confidence takes precedence over all other motions, but may not be called doing speeches or voting procedures. The motion will only be considered in order if the mover has previously moved a successful point of order or appeal to the current chairperson.
The mover of a vote of no confidence may withdraw his or her motion at any time up till the point at which the first of the three questions is asked. The chairperson me ask any question concerning the EAMUN parliamentary procedure and accompanying the special rules.failure at any point of the vote of no confidence will result in the movers immediate removal from the assembly and further consequences to be decided by the executive committee if a vote of no confidence passes the chair person must vacate the seat and the mover will temporarily assume the functions of the chairperson while the executive committee seeks a suitable replacement

Quorum in the General assembly-A majority of the total member nations presidential constitute a quorum in the General assembly. Official observers to the EAMUN and non-governmental organizations do not constitute part of the quorum

State Rule 15

A

Reconsideration of proposals and tabling-when a proposal has been adopted or rejected it may only be reconsidered at the same session of debate unless the general assembly by a 2/3+1 of the member nations present and voting so decides.
A 2/3+ one vote is also required to take matters from the table over to bring itself requires only a majority. Resolutions that have to be considered or taken from the table should be redebated after the committee has dealt with all business on the agenda. In case of insufficient time, the resolution will not be a redebated

Closing statements. The sponsor of a reso shall be given 1min at the end of open debate to strictly rebut or respond to any pointt brought up against their reso. If the sponsor begins to speak on other matters, the chair shall call him out of order, in case of 2nd offense the chair will take away the floor. Yielding during this time is not in order unless to another sponsor of the resolution. If there were no speakers in debate time against the main motion, the sponsor will not be allowed to make a closing statement

Agenda. Age game for all committees and councils are set at random by senior chairs. Only resos approved by the RAC will be accepted by the chairs for their agendas. Agendas for GA will be set by the exec committee and shall only consist of passed resos from the committee stage
