Crisis situation procedure

A

Chair announces details of crisis then:
Explains how delegate will be split up
States what delegates need to do
Suspend all rules, tells delegates to get in their groups, sets a time limit
Once time is up, chair calls delegates back to their seats and restores rules
Each resolution is then presented with a short time for and against
Voting is held after all resolutions have been presented: assembly will vote for best solution and countries may not vote for their own reso

What is a Uniting for peace solution?

A

A uniting for peace resolution is proposed when a delegate feels that the security council has failed to act in the interest of international peace and security due to contention amongst its permanent members, more specifically, when a delegate believes that a resolution was unfairly failed because a permanent member exercised it veto power
May only be proposed by a delegate of security council
Exec committee decides if the resolution will be reconsidered in GA

A

The judging panel consists of 5 delegates who have voluntarily signed up - no junior chairs
Delegates may yield to points of info during crossfire
Only one possible extension of debate during crossfire
Delegates who made opening statements cannot make closing statements

Special summit procedure

A

Topic is introduced by senior chair
Senior announces which countries will debate on which side
Delegates are no longer representing the views of their country but the side they have been assigned
Each side is given 10mins to prepare an opening statement
Once both sides have presented their opening statements the assembly will proceed into 45mins crossfire. Selection of speakers is to the discretion of the chair-it should be done so that each side speaks in turn
After crossfire each side is given 5mins to prepare closing statements
Closing statements cannot be longer than 5mins and yielding is in order
Judges then declare winners of debate-only 1 judge is permitted to speak he/she will act as representative of judges

A

Delegates will write operative clauses to address an issue described in predefined preamb clauses
Special rule 28-GAC will run concurrently with GA
Delegates may sign up to participate in the GAC during committee sessions

Procedure for GAC

A

The senior chair reads out topic and preamb clauses
The senior chair then announces that the rules are suspended for a period of time and tells the delegates to get up into pairs or groups of 3 to write one operative clause
The clauses are then handed into the senior chair to be screened-similar clauses will be merged
Each operative clause is then debated as a main motion
The passed clauses are then collated into a resolution to be debated in the GA

A

Delegates are not allowed to give orders to the chair. Respect for the chair is essential at all times
Chair NEVER apologizes to the assembly
Senior chair of an assembly may decide on priv points and other special rules of his committee. The rules must be applied consistently throughout the session

Taking over from another chair

A

Junior chairs must be present in the specific room 15 minutes prior to their scheduled chairing time to become familiar with what is happening
Senior chair will inform the arriving chair of any specific proceedings or regulations that have been established in the committee room

A

Read any announcements
Request that all delegates check to see that they have all their personal belongings with them
Tell delegates to return their placards to their respective places
Close debate if the discussion on an issue has not finished by the appropriate time, to be continued from where it left off on the next day
Pick up gavel, stamp and any other official materials and return them to EAMUN administration before leaving

Breaks and lunches

A

Short in-house breaks may be given by the chair at any time
A specific morning, lunch and afternoon break will be stated on the master timetable
Time to return from break must be given
All attempts must be made to begin at appointed time when break finishes
All committees should begin at the appointed times. It is important to establish as early as possible when the sessions will begin
Delegates arriving late will be clipped
If quorum is not achieved, securitaries should be sent to look for delegates

Revote

A

It may be called by the chair of the assembly
It is necessary when the vote on a motion was too close to call and the chair needs to count the votes for and against to correctly determine if the motion passes or fails
It may be called if the chair feels the assembly has not fully understood the voting procedures for the motion at hand-if this happens the chair will call for a revote and clarifying the voting procedure for the motion

How do you warn delegates who misuse parliamentary procedure?

A

Call the delegate out of order and explain why he or she is out of order, warn that on next abuse they will lose the right to priv points
Revoke priv points
Ask securitaries to remove the delegate or delegation from the room, calling an exec committee member to deal with the issue

A

Swearing or profanity
Protracted irrelevance of speech
Continued insults to other members of the assembly

Unauthorized departures from the assembly

A

Members may enter or leave the committee room only before debate on a resolution begins, during transition time between time for or time against or after voting procedures are completed, when doors are closed , no delegates remaining outside will be allowed into the room
If a delegate is outside when voting procedures take place the delegation will have lost their vote on that resolution. No revolted will take place if a delegate was out of the room during voting

Resolutions

A

All Resolutions that the chair announces for debate must have been passed by the Resolution Approval Committee (RAC) and have an official EAMUN stamp on it
If a resolution is tabled or defeated, securitary should always indicate its status in the official EAMUN booklet for that committee
When a resolution is passed it should be immediately stamped with the official committee stamp and signed by the senior chair
If copied of a merged resolution have not been made available, an exec committee member should be immediately notified by a securitary
The chair may call a short recess during the time it takes to get the copies or can move on to the next resolution
When copied are made available the merged reso will be the next item on the agendas

Amendments

A

Securitaries are responding for for providing amendment forms. 2 should be delivered when one requests for it
Amendment is out of order unless chair receives copy of it before hand
If amendment passes it should be signed stamped and attached to a reso
Chair should encourage amendments and entertain them if they are correctly proposed

Plagiarism

A

Copying of another reso or taking credit for someone else’s work is a serious offense that will result in possible expulsion, determined by the exec committee
Any complaint brought before the chair of plagiarism should immediately be reported to an exec committee member

Duties of visitors

A

Must not disturb committee
Cannot vote under any circumstances
Can only speak to committee by having floor yielded to them by a member of committee(once only) only done after written approval from the chair. It lasts as long as chair is chairing
Lack of room space may restrict number of speakers
Visitors are required to respect and follow the rules of committee incl dress code.
Failing to follow rules, securitary will warn them, if it is continued then chair is warned and exec committee may ask them to leave

Securitaries

A

One head sec is appointed to each committee-are responsible for delegating duties of room to all other securitaries and will report to senior chair of the committee
Securitaries pick up messages on official notepaper, they will be screen by head sec or advisor. Messages containing personal/inappropriate content will be immediately discarded
They will not distribute reso booklets unless given permission by an exec member
Some will be in charge of timing, speaker checklist and vote counting
They will manage noise levels to be kept to a minimum
Delegates causing disturbance will be reported to the exec committee

A

They will be circulating among the committees to assist senior chairs presiding over debate
In case of any serious difficulty in committee rooms, members of the chairing staff should ask assistance from an exec member of EAMUN administrator
