Common characteristics of privilege points
- Should never be more that one or two statements (point of info - short statement followed by a short question)
- Apply to all other motions - they can be used at nearly anytime but no other motions apply to them:
• Only. A point of priv due to audibility or insult may interrupt the speaker; all other points may only be brought up Ayer the speaker had finished
General procedure for privilege points
When a privilege point is called,
1. The chair responds by saying “point of (state priv point), (delegate name) state your point”
2. The chair must make sure the delegates statement isn’t too long, then must rule on the priv point.
3. Irrelevant or dilatory priv points are always out of order
4. If a member misuses a priv point, the chair will:
• On the first offense, calls the delegate out of order, explain his or her error, and warn the delegate that on the next offense, his or her right to priv points will be revoked
• If a delegate persists in misusing his or her priv points, the chair will request that securitaries escort the delegate out of the room and an exec member will deal with the issue
What are privilege points?
They refer to the four motions (point of privilege, point of parliamentary inquiry, point of info and point of order) that are granted to delegates to ensure that the assembly remains a democratic forum for discussion. Orders of the day is NOT a privilege point
