A

if governments are sympathetic to the policies advocated by sociologists, they are not always able to implement them

facts of globalisation can mean the power of a particular state can be limited

governments are limited by financial constraints, eliminating poverty by increasing benefits, the problem of raising sufficient funding will be prevented
