Why this was included: They didn’t want another Shay’s rebellion
Problems: States often chose not to pay taxes so the government didn’t have enough money to function

A

Congress did not have the power to draft an army, they could only request states send men for military services.
Why this was included: They feared a central government with a strong army, they thought it might take away the citizens’ rights
Problems: They had a weak army so other countries could easily invade
