growth and the use of IT systems have not developed at the same rate for everybody - there is a digital divide due to economic costs, financial costs etc
what is surveillance
uses IT to monitor individuals/groups of people either with or without their knowledge / permission

IT diminishes the importance of traditional cultures / values
