What is a Certificate of Documentation?

  • 46 CFR 67.7 - Vessel documentation is a national form of registration. Documentation provides conclusive evidence of nationality for international purposes, provides for unhindered commerce between the states, and admits vessels to certain restricted trades, such as coastwise trade and the fisheries. U.S. Vessels of five net tons or more used in fishing activities on navigable waters of the U.S. or in the Exclusive Economic Zone (EEZ), or used in coastwise trade must be documented unless the vessel is exempt from documentation. Coastwise trade is generally defined as the transportation of merchandise or passengers between points in the U.S. or the EEZ. In addition, towboats operating between points in the U.S. or the EEZ or between the EEZ and points in the U.S. and dredges operating in the U.S. or the EEZ must be documented.

What is a certificate of inspection?

  • 46 CFR 70.5-1 - Certain U.S. Vessels must be inspected annually by the Coast Guard. Upon completion of the inspection the vessel will receive a Certificate of Inspection. This document remains valid for five years and describes the vessel, the route(s) that it may travel, cargo it may carry, the minimum manning requirements, the survival and rescue craft carried, the minimum fire extinguishing equipment and life jackets required to be carried, the maximum number of passengers and total persons that may be carried, the number of passengers the vessel may carry in overnight accommodation spaces, the name of the owner and managing operator, any equivalences accepted or authorized by the Commandant or any Officer in Charge, Marine Inspection.

What is the Alternate Compliance Program?

A
  • 46 CFR 8/71.15-5 - ACP maintains existing levels of safety while eliminating duplicative plan review and inspection tasks which were traditionally conducted by both the Classification Society and the Coast Guard. In lieu of a Certificate of Inspection the owner of said vessel may comply with the Alternative Compliance Program, as long as the inspection is conducted by an authorized Classification Society. This is a voluntary alternative compliance method available to the U.S. Maritime Industry. Oversight is conducted annually by the Coast Guard and is intended to ensure that participating vessels are consistently designed, built, operated and maintained to a level of safety that is equivalent to vessels certified under the Coast Guard’s traditional inspection program.

What is the Riverfront Alert Network (RAN)?

A

The RAN is a 800 Mhz emergency radio and alerting communications system. The alert system is installed at the Governor Nicholls Light and the New Orleans Harbor Police Third Street Station. The alert system is designed to be activated when any irregularity arises with a vessel within the Regulated Navigation Area of Algiers Point, MM 94.3 to 96.6, Lower Mississippi River. Vessel Traffic Center New Orleans test the alert system every morning no later than 0600 and reports the results to the Command Center.

What is a River Gauge?

A

A site along the river that measures the volume of water that crosses the site over a specified length of time. The two gauges we most often use are the Baton Rouge Gauge, MM 228.4, Lower Mississippi River and the Carrolton Gauge, MM 102.8, Lower Mississippi River

The side of the waterway with reference to the direction the water flows. The Lower Mississippi River flows north to south so the left and right descending bank is determined with reference to a down bound vessel.

What is the difference between a harbor tug and a towing vessel?

A

A harbor tug is used to assist ships in docking, anchoring, and departing. A towing vessel is used to maneuver ships and barges which cannot move themselves.

A

When a fleet boat uses the flow of the current to hook up to a barge (s). This process is dangerous because the tugs have such a low freeboard and can easily be flipped.

What is High/Low Water?

A

33 CFR 165.810 When the Carrolton Gage, MM 102.8, Lower Mississippi River, reads 8 feet or higher New Orleans is considered to be at high water. The messages should be released at 8, 12, and 15ft on the rise and 9, 12, 15 ft on the fall. When the Carrolton Gage reads 2.5 feet or lower New Orleans is considered to be at low water. The messages should be released at 2.5ft on the fall. When the Baton Rouge Gage, MM 228.4, Lower Mississippi River, reads 35 feet or higher Baton Rouge is considered to be at high water and a message should be released.

What is the General/Quarantine Anchorage?

A

33 CFR 110.195(a)(18 Vessels carrying cargos of particular hazard as defined in 33 CFR 126.10 or cargos of petroleum products in bulk may not be anchored in the New Orleans General Anchorage or the Quarantine Anchorage without permission from the Captain of the Port.

A

Vessels with a Security Plan may not anchor at Belle Chase Anchorage or Kenner Bend Anchorage without permission from the Captain of the Port, due to their proximity to the airports.

What is the old river control structure?

A

The Old River Control Structure is located at MM 315 on the Lower Mississippi River. The structure was completed in 1963. The structure diverts 30% of the river flow to the Atchafalaya River and 70% to the LMR. If allowed to flow freely, the Atchafalaya would capture the main flow of the Mississippi, forcing it to bypass its current path through Baton Rouge and New Orleans. The likelihood of this event increases each year.

What is the Caernarvon Freshwater Diversion Structure (Big Mar)?

A

The Caernarvon Freshwater Diversion Structure is located on the east bank of the Lower Mississippi River, at MM 81.5, near the St. Bernard and Plaquemines Parish Line. The structure, constructed from 1988 to 1991, diverts fresh water from the Lower Mississippi River to Breton Sound via the Big Mar. The structure was designed to increase fish and wildlife productivity by re-establishing favorable salinity conditions.

What is the Bonnet Carre Spillway?

A

The Bonnet Carré Spillway is located on the east bank of the Lower Mississippi River, at MM 128. The spillway allows floodwaters from the Mississippi River to flow into Lake Pontchartrain and thence into the Gulf of Mexico. The spillway was built in response to the Great Flood of 1927 that inundated much of the Mississippi River basin. It was first opened during the flood of 1937, and eight times thereafter through 2008 to lower river stages at New Orleans. The most recent opening began on April 11, 2008, when river levels in New Orleans approached the flood stage of 17 feet.

What is a High Interest Vessel?

A

A vessel that exceeds the points allowed on the HIV Matrix, a vessel on its first U.S. Voyage, or a vessel that we receive Intel on will require an offshore security boarding prior to entering a U.S. Port. For Sector New Orleans these boarding’s will be conducted at Southwest Pass Anchorage or Boothville Anchorage.

What is a Condition of Entry?

A

Vessels arriving to a U.S. Port from SOLAS Signatory Countries whose port facilities are not in substantial compliance with the ISPS Code are required to submit their security measures taken at that port of call. Homeport has an updated list of these countries. This action is taken as an antiterrorism measure.

A

Vessels arriving to a U.S. Port owned, operated, chartered, or with a crew member from countries that have communist or terrorist association are considered Special Interest Vessels. For an updated list of these countries contact the Enforcement Department

A
