What are the loss of steering procedures?

A

If the vessel is deep draft and bound for or operating in the Lower Mississippi River (LMR), issue a COTP Order restricting vessel to the nearest safe anchorage. The COTP Order should include a request for CG 2692 Form and require a Class Society examination. During high water, when identifying the nearest safe anchorage, consider directing the vessel to the nearest safe anchorage in the direction they are headed to eliminate risks associated with turning the vessel around. Also, note that a vessel transiting the LMR during high water should have a minimum of three means available to hold a position (i.e. two anchors and an engine). At LMR stages below the high water threshold, a vessel should have a minimum of two means available to hold a position (i.e. an anchor and an engine). Any one of these means may be substituted with the presence of tugs having adequate horsepower.

What are the requirements for a foreign tank vessel to receive and maintain a Certificate of Compliance?

A

As required by 46 U.S.C. 3714, each foreign tank vessel must undergo a compliance verification exam conducted by the Coast Guard at its initial U.S. port of call and at least annually thereafter. The compliance exam is called a Certificate of Compliance (COC) Exam. Per 46 U.S.C 2101 (39), the term tank vessel means a vessel that is constructed or adapted to carry, or that carries, oil or hazardous material in bulk as cargo or cargo residue. Based on this definition, the COC requirement applies to vessels carrying oil and oil products as well as chemical and gas carriers.

Upon completion of the COC exam, the Coast Guard issues a Certificate of Compliance to the vessel. The certificate is valid for 24 months; provided an annual exam is completed within 90 days of the one year anniversary of the COC’s issue date (see C.1 below). Per the targeting procedures in MSM Volume II, Material Inspection, COMDTINST M16000.7 (series), Section D, Chapter 4, the COC exam is considered a Port State Control (PSC) exam.

What happens during a grounding in the river?

A

Instruct Master to sound all tanks/voids and provide written statement with the following information:

  • Whether or not all tanks and voids have been sounded.
  • Description of evidence indicating water ingress or severe damage to vessel.
  • Characterize the integrity of the vessel’s steering and propulsion systems.

If vessel is foreign flagged, CDO notify C-PSC, C-WWM, C-INV (conference CPD if recommended).

If vessel is U.S. flagged (inspected or uninspected), CDO notify C-INSP, C-WWM, C-INV (conference CPD if recommended).

If vessel has refloated, issue a COTP Order restricting vessel to the nearest safe anchorage. During high water, if the nearest safe anchorage is downbound, consider sending vessel to the nearest safe anchorage that is upbound. Also, note that vessels transiting the LMR during high water should have a minimum of three means available to hold a position (i.e. two anchors and an engine). At LMR stages below the high water threshold, a vessel should have a minimum of two means available to hold a position (i.e. an anchor and an engine). Any one of these means can be substituted with the presence of tugs having adequate horsepower. If the vessel is still aground when the report is received, restrict the vessel to the grounding location until either the re-float plan or salvage plan is approved and exercised. In any case, request CG 2692 Form.

If the vessel is soft aground and all other criteria listed on the “Re-floating Request” are met, instruct the Master, in consultation with the embarked pilot, to complete the request form and fax it to the SCC and VTC.

If the vessel is hard aground, inform the Master that he is not to attempt to re-float the vessel until he submits a salvage plan to the SCC and that salvage plan is approved.

Notify Agent/Owner.

Notify VTC Watch Supervisor.

Notify IMD if pollution occurs. If tank vessel is involved with actual or discharge or substantial threat of an oil discharge instruct RP to activate VRP.

What is ISPS?

A

International Ship and Port Security Code applies to passenger ships and cargo ships over 500 GT. It allows port states to board vessel to determine the validity of their International Ship Security Certificate (ISSC). Vessels found not in compliance or without a valid ISSC may be detained or even expelled. Boardings are conducted based upon the results of a PSC matrix system which takes into account history of ship management, flag state, recognized security organization, security compliance history and last port of call. ISPS I vessel (17+ points) are boarded prior to entry into the port, ISPS II vessels (7-16 points ) are boarded pier-side.

At LMR stages below the high water threshold, a vessel should have a minimum of two means available to hold a position (i.e. an anchor and an engine). Any one of these means can be substituted with the presence of tugs having adequate horsepower. If the vessel is still aground when the report is received, restrict the vessel to the grounding location until either the re-float plan or salvage plan is approved and exercised. In any case, request CG 2692 Form.

If the vessel is soft aground and all other criteria listed on the “Re-floating Request” are met, instruct the Master, in consultation with the embarked pilot, to complete the request form and fax it to the SCC and VTC.

If the vessel is hard aground, inform the Master that he is not to attempt to re-float the vessel until he submits a salvage plan to the SCC and that salvage plan is approved.

Captain of the Port (COTP) – (12 NM)

Promote and enforce safe operating ports by directing the compliance and/or enforcement of laws and regulations that govern port/waterways safety, vessel operations safety, waterway facility and cargo safety, Limited Access Areas (LAAs), and overseeing the administration, operation, and maintenance of Navigational systems (including ATON) within their assigned AOR.

Promote and enforce secure operating ports by directing the port/waterways and coastal security program as well as directing the enforcement of vessel operations security regulations, personnel security regulations, cargo security regulations, and facility operations security regulations. Lead the coordination of an IOC for the Sector AOR per Appendix D of this Manual.

Promote and enforce environmental compliant operations by directing the port/waterways environmental compliance program, enforcement of laws and regulations of bulk liquid transfers, tank vessel operations, packaged hazardous material operations, pollution prevention, and ocean dumping/incineration.

At seaports designated as strategic military or commercial seaports by the Military Surface Deployment and Distribution Command (SDDC) and the National Port Readiness Network (NPRN), COTP’s shall chair a local Port Readiness Committee (PRC) and oversee the Coast Guard military out load contingency preparedness program. PRC membership includes local representatives from each NPRN signatory agency and other port stakeholders as determined by the COTP. This committee shall work with the Area Maritime Security Committee (AMSC) to ensure consistency and avoid redundancy.

Federal Maritime Security Coordinator (FMSC) – (12 NM)

Coordinate Area Maritime Security Plan (AMSP) and planning efforts to include Area Maritime Security (AMS) vulnerability assessments and directing development and maintenance of AMS plans, and maintenance of records.

Oversee security incident preparation by coordinating AMS plan exercises and AMS plan evaluations per the Area Maritime Security Plan Development Process, COMDTINST 16601.28 (series).

Oversee security incident response by coordinating AMS plan activation and incident mitigation activities, and by facilitating the conduct of investigations.

Officer in Charge, Marine Inspections (OCMI) – (200 NM)

Oversee the Marine Safety Program in the assigned Marine Inspection Zone by directing vessel and inspection programs and shipyard/factory inspections of material and equipment for vessels; supervising the command field activity training and qualification program; directing maritime investigations and supervising the data entry of the Marine Information for Safety and Law Enforcement (MISLE) System; and directing enforcing domestic and international laws regarding navigation, vessel inspection, and licensed seamen.

Provide Marine Safety Program recommendations to higher authority by facilitating waivers, exemptions, extensions and appeals requests, and forwarding regulatory compliance issues in accordance with policy.

Federal On-Scene Coordinator (FOSC) – (12NM)

Coordinate Area Contingency Plan (ACP) and planning efforts by directing the development, maintenance and exercises of contingency plans.

Oversee pollution response preparation by directing pollution event planning coordination and the exercise and evaluation of the ACP.

Oversee pollution event response by evaluating the spill/substance release and coordinating on-scene response, as well as by making recommendations, and preparing and submitting On-Scene Coordinator (OSC) reports.

Oversee pollution event mitigation by determining the feasibility of removal, ensuring the adequate direction or monitoring of removal, and determining when removal is complete in accordance with all applicable laws and regulations.

Search and Rescue Mission Coordinator (SMC) – (200NM)

Oversee SAR preparation by directing SAR planning coordination, overseeing SAR training, evaluating crew/equipment, and directing SAR plan exercises and SAR plan evaluations.

Oversee SAR response by directing initial mission response and directing/ monitoring follow-on mission response.

Render decisions to suspend active searches by briefing the SAR Coordinator and suspending the search in accordance with policy.
