The President could appoint chiefs of depoartments, but they had to be approved by the Senate

Hamilton’s Plan
focused on keeping the U.S financially stable
- pay off national debt
- protect young industries and collect revenue by imposing high tariffs on imports
- create a national bank for gov’t funds
Who were the opponents of Hamilton’s financial plan?
Thomas Jefferson led the Anti-federalists who feared taking away too much power from the state would give the federal gov’t too much power; viewed it as only benefitting the rich
Congress’ solution to anti-federalist views on Hamilton’s financial plan
still adopted Hamilton’s plan, but with modifications in less harsh form
ex. decreased the tariff amounts

Washington believed that the young nation wasn’t strong to engage in European war; Jefferson resigned due to his opposing beliefs

The French minister to the U.S who went against diplomatic rules in support of the French cause; he was removed from the government
Jay Treaty (1794)
created when John Jay went to Britain to discuss Britain seizing their ships/forcing seamen to the British navy and occupation of Western Frontier
Britain agreed to evacuate the frontier, but no release on the seamen
angered Americans who supported the French
Pinckney Treaty (1795)
Treaty with Spain
- spain opened the lower mississippi river and New Orleans to American trade
- right of deposit- let Americans transfer cargoes in New Orleans without paying taxes
- accepted U.S claim on Floridian boundary
American Indians under Washington rule
American Indians went to battle with American settlers who tried to settle on their land; British was supplying to the Indians which angered Americans
Treaty of Greenville
Indians surrendered Ohio territory and promised to open in for settlement
