- Workers who perform covered work. IF a covered worker performs both covered work and non-covered work, THEN work hour controls still apply until the worker is removed from covered worker status.

Directing Work
the exercise of control over a work activity by an individual directly involved in the execution, and either makes technical decisions without subsequent technical review, or is ultimately responsible for the correct performance of that work activity.
Individuals who provide specific communication to a front line covered operations or maintenance worker without review by cognizant line supervision concerning WHAT the worker should do, HOW the worker should do it, or WHEN the worker should perform the task are considered to be directing that work.

Work Hour Rules
16 hrs in 24 hrs
26 hrs in 48 hrs
72 hrs in 7 days
10 hr break between days
8 hr break allowed for crew transition
34 hr break in any 9 day calendar days

When is a fatigue waiver appropriate ?
Mitigates or prevents condition adverse to nuclear safety or security
- SM determines if waiver necessary*

When is a fatigue assessment required to be performed ?
For-cause: in response to an observed condition of impaired individual alertness creating a reasonable suspicion that an individual is not fit to safely and competently perform his or her duties, EXCEPT if the condition is observed during an individual’s break period.
Self-declaration: in response to an individual’s self-declaration to his or her supervisor that he or she is not fit to safely and competently perform his or her duties for any part of a working tour because of fatigue, EXCEPT if, following the self-declaration, a break of at least 10 hours is permitted or required before the individual returns to duty.

Waiver Process
Immediate Supervisor completes section 1
SM, SFS, or Site Senior Manager list safety or security condition necessitating waiver on section 2
Face-to-Face Fatigue Assessment Completed
Immediate supervisor approves in section 3
Plant Manager or designee approves waiver in section 3
- Initiate electronic waiver in EmpCenter*
- Line Supervisor closes when no longer required*
