what is the offence wording

A

constable in uniform who has reasonable grounds for believing that a motor vehicle is or has been used either
carelessly or inconsideraterly on a road or other public place,
or
off road on common land, moorland, footpath or bridle way,
and
is causing or likely to cause alarm distress or annoyance to members of the public,
may warn the driver (sec59)
