Pre-Construction Operations
What is the purpose of the Quality Control Program?
To develop a method of control so that all requirements are delivered to the appropriate level of quality.
Who is the Field Engineer?
He represents the Owner and is responsible to ensure compliance with plans and specifications.
What are the responsibilities of the Field Office?
Know what is in the contract.
Know how much testing/inspection is required and who will do it.
Determine which materials will be inspected at the factory.
Identify who has the authority to approve partial and final payments.
What are the objectives of the Kick-Off Meeting?
To review roles, responsibilities, procedures (SAFETY) and contractual obligations with the contractor.
To review contract administration requirements and the regulatory requirements.
To build a constructive working relationships under Partnering programs.
Check bonding and insurance compliance.
What are some basic policies for Field Personnel?
Contractors should always be present for meetings with subcontractors.
be firm but fair.
Inspect as work progresses.
Avoid overly literal specification interpretation.
No changes without PM approval.
DO NOT supervise any construction.
Everything goes through PM.
