Outline the constitutional crisis
-clash between conservative dominated HOL And Liberal dominated HOC
- First stage was over people’s budget
- Second stage over the Parliament Act

- DLG’s budget of 1909 - angered conservatives
- saw it as attack on rich
- lords rejected the budget - libs called general election on the issue
outline the general election of January 1910
- Libs won election
- fought election on issue of whether Britain wanted to be governed by non elected peers (HOL)
Outline the second constitutional crisis: The Parliament Act
- 1910 parliament bill - to curb power of HOL
- HOL had no power to reject legislation but could delay for 2 yrs
- king would pass bill if Lib’s won general election held on issue.

- Produced similar results to Jan election
- Liberals could rely on working majority
- May 1911 - commons passed parliament bill
